The short version
- Tier-1 retailers must link their point-of-sale systems to FBR and give customers an FBR-numbered receipt with a QR code for every sale.
- Individual retailers with turnover up to Rs 200 million could opt into the Fixed Tax Asaan Scheme for Tax Year 2026 — 1% of gross turnover, minimum Rs 25,000 — and are reported to be exempt from POS and digital invoicing.
- Tier-1 retailers are excluded from the Asaan scheme.
- A notification on 27 October 2026 gives tax relief for the cost of a POS machine and its installation for shopkeepers who connect to FBR.
Two very different routes for retailers
Pakistan's retail sector has historically been the hardest for FBR to document. In 2026 it is being pushed down two tracks at once: real-time POS integration for larger, organised retailers, and a simplified fixed tax for small shopkeepers. Which one applies to you decides almost everything else.
Track 1: POS integration for Tier-1 retailers
Tier-1 retailers — broadly, larger and organised retail businesses as defined in the Sales Tax Act, including chain stores and outlets above prescribed size or utility thresholds — must integrate their point-of-sale systems with FBR. Each sale then produces a real-time, verifiable electronic receipt carrying a unique FBR invoice number and QR code, which customers can verify.
FBR's draft amendments to the income tax rules would extend POS integration to all businesses listed in a schedule, linking both POS systems and electronic invoicing software with FBR's system. By the end of September 2026, FBR's figures were reported at around 13,900 retailers and restaurants with more than 37,900 branches integrated.
Under the Finance Act 2026, practitioners report that FBR can suspend or blacklist the sales tax registration of a Tier-1 retailer that fails to integrate — the same tool now being used against non-integrated suppliers.
New: relief for the cost of the POS machine
A notification reported on 27 October 2026 gives shopkeepers who connect their cash counters to FBR a tax relief equal to the price of the machine and its installation, less any discount or subsidy received. It does not cover repairs, servicing, internet, electricity or staff salaries; it can be claimed only once per machine; it must be claimed in the return for the year of installation; and proof of payment is required.
Track 2: the Fixed Tax Asaan Scheme for small retailers
For Tax Year 2026, FBR introduced a special procedure for small shopkeepers:
- Who: individual retailers with annual turnover up to Rs 200 million.
- Tax: 1% of gross turnover, with a minimum of Rs 25,000 paid in cash with the return. Withholding tax already deducted can be adjusted; any excess is not refunded.
- In return: generally exempt from routine audits and reported to be exempt from POS and digital invoicing requirements. FBR can still act on unusual transactions or misuse.
- Proof: enrolled retailers receive a green plate with an FBR QR code to display.
- Enrolment: through IRIS, the FBR mobile app or the local tax office.
Tier-1 retailers are excluded. If you are already Tier-1 — or are reported as using POS/card machines in a way that classifies you as Tier-1 — the Asaan scheme is not available to you.
The FBR Chairman warned that retailers who fail to file under the scheme would face enforcement within a month, with penalties reported at Rs 10,000 rising to Rs 50,000. Non-filers are also the first group to receive section 114 notices after the return deadline.
Which one are you? A quick check
| Your situation | Likely route |
|---|---|
| Chain store, franchise, large outlet, or otherwise Tier-1 | POS integration is mandatory; the Asaan scheme is not available. |
| Individual shopkeeper, turnover up to Rs 200m, not Tier-1 | Asaan scheme for Tax Year 2026 was available; otherwise normal return filing. |
| Retailer who also sells to registered businesses (B2B) | Those sales need proper sales tax invoices — and, if you are sales tax registered, digital invoicing. |
| Wholesaler / distributor | Not a retail scheme case — sales tax digital invoicing applies. |
The Tier-1 definitions and scheme conditions are technical; confirm your classification with your tax adviser before relying on either route.
Khulasa — Roman Urdu
Tier-1 retailers ke liye POS ko FBR se jorna lazmi hai — har sale par FBR number aur QR code wali receipt. Chhote dukandar (turnover Rs 20 crore tak) Tax Year 2026 ke liye Fixed Tax Asaan Scheme le sakte thay: gross turnover ka 1%, kam az kam Rs 25,000, aur POS se chhoot.
27 October 2026 ki notification ke mutabiq jo dukandar apna cash counter FBR se jortay hain unhein machine ki qeemat aur installation ke barabar tax relief milega — repair, internet ya bijli ka kharcha shamil nahi.
