Received a notice from FBR? What it means and how to reply (2026 guide)

FBR is sending more notices than ever — automated, data-driven and through IRIS. How to identify which notice you have, what the deadline is, and how to reply without making it worse.

The short version

  • Read the section number on the notice first — it tells you whether FBR wants a return, information, an explanation, or is proposing to amend your assessment.
  • Every notice has a compliance date. Missing it is usually worse than the issue in the notice. If you need time, ask for an adjournment in writing before the date.
  • Reply through IRIS, attach documents rather than explanations, and keep a copy of everything you submit.
  • With the Tax Year 2026 return deadline (31 October 2026) now past and FBR's AI risk system live, expect more automated notices over the coming months.

A notice from FBR is not a verdict. Most notices are FBR asking a question its data has raised — a return it expected and did not receive, a sale a buyer declared that you did not, a bank credit that does not fit your declared income. Answer the question properly and on time, and most notices end there. Ignore it, and the next step is an order made without your side of the story.

Why so many businesses are getting notices now

  • The return deadline has passed. FBR extended the Tax Year 2026 income tax return deadline twice — to 15 October and then to 31 October 2026. Non-filers are the first group to receive notices after a deadline.
  • Automated risk selection. FBR has expanded AI and data-analytics checks to Tax Year 2026 income tax returns and subsequent sales tax returns, comparing them with property, bank, vehicle and travel records. See how FBR's AI risk system picks cases.
  • Digital invoicing data. Every e-invoice reaches FBR as it is issued. A mismatch between what your invoices say and what your sales tax return says is now visible to FBR without anyone opening a file.
  • Retailer enforcement. The FBR Chairman warned retailers under the Tax Asaan scheme that non-filers would face enforcement within a month, with reported penalties starting at Rs10,000 and rising to Rs50,000.

Identify the notice: the common ones

NoticeWhat FBR is askingWhat to do
Section 114(4), Income Tax OrdinanceFile a return for a year you have not filed.File the return (and wealth statement if required) by the date given, then reply with the acknowledgment.
Section 176Provide information or documents — bank statements, contracts, explanations of specific transactions.Provide exactly what is asked, organised and indexed. Do not volunteer unrelated material.
Section 122(9) / show-cause before amendmentFBR proposes to amend your assessment and is giving you a chance to be heard first. The most important one to answer fully. Rebut each point with evidence; consider professional help.
Section 177 / audit selectionYour return has been selected for audit.Prepare books, invoices and reconciliations. Digital invoicing records help here.
Sales tax show-cause (e.g. section 11)Short-paid tax, inadmissible input tax, or mismatch between your Annexure-C and buyers' Annexure-A.Reconcile invoice-by-invoice; show FBR invoice numbers for disputed supplies.
Section 21 noticeProposed suspension or blacklisting of sales tax registration.Respond immediately. Read our suspension guide.

Not sure which you have? The section is printed near the top of the notice. Electronic notices appear in IRIS under your correspondence / notices inbox, and FBR usually also sends an SMS or email to the contact details in your profile.

How to reply, step by step

1. Note the compliance date

Write it down where the whole office can see it. If you cannot meet it, apply for an adjournment before the date, through IRIS, giving a reason and a realistic new date. An adjournment request after the deadline is far weaker.

2. Work out what FBR actually knows

Notices generated from data usually tell you the figure that triggered them — a bank credit, a property purchase, a buyer's declared purchases from you. Reconcile that figure against your own records before you write anything.

3. Answer with documents

Bank statements, invoices with FBR invoice numbers, contracts, and reconciliations persuade. Long explanations without paper rarely do. For sales tax notices, an invoice-by-invoice reconciliation between your records and what FBR holds is the strongest answer you can give.

4. Submit through IRIS and keep proof

Upload the reply against the notice in IRIS, download the acknowledgment, and keep a complete copy of what you sent. If the matter goes to an order or an appeal, this is your record.

5. Get help early for show-cause notices

A show-cause before an amended assessment, a sales tax assessment or a section 21 suspension is where professional help earns its fee. The facts you put on record now are the facts an appeal will be decided on.

What not to do

  • Do not ignore it. An order made ex parte (without your reply) is much harder to undo.
  • Do not revise a return in a panic without understanding the consequences — talk to your adviser first.
  • Do not send contradictory figures. Your reply, your returns and your invoices must tell the same story.

Preventing the next notice

Most sales tax notices come from mismatches: an invoice that was issued but never reported, an invoice reported twice, a return that does not match the invoices. Software that reports every invoice exactly once, flags anything undelivered before the 24-hour deadline, and produces month-end totals straight from the reported invoices removes most of those mismatches at the source. That is what Everyday Invoicing is built to do.

Khulasa — Roman Urdu

FBR ka notice mile to ghabrayein nahi — sab se pehle notice par likha section number aur jawab dene ki aakhri tareekh dekhein. Section 114(4) ka matlab hai return file karein; section 176 ka matlab hai maloomat ya documents dein; section 122(9) ka matlab hai FBR aap ki assessment badalna chahta hai aur pehle aap ka mauqif sunna chahta hai.

Jawab hamesha IRIS ke zariye, documents ke sath aur waqt par dein. Agar waqt chahiye to tareekh guzarne se pehle adjournment ki darkhwast dein. Notice ko nazarandaz karna sab se mehenga ghalti hai.

Frequently asked questions

How do I check if FBR has sent me a notice?

Log in to IRIS and open your notices / correspondence inbox. Also check the email and mobile number saved in your IRIS profile — notices are often missed because they go to an old contact.

What happens if I miss the date on an FBR notice?

FBR can proceed without your reply — for example, make an assessment on the information it has, impose a penalty, or move to suspension in sales tax cases. If you are going to be late, ask for an adjournment before the date.

Can I reply to an FBR notice myself?

For simple notices — a missing return, a request for a bank statement — many owners do. For show-cause notices proposing an amended assessment, sales tax demands or suspension, involve a tax adviser; the reply becomes the record in any appeal.

Does digital invoicing reduce FBR notices?

It removes a common cause: mismatches between what you sold and what you declared. Every reported invoice is already on FBR's side, so your return can be prepared from the same figures.
